Florida moves up primary

From today's New York Times:

TALLAHASSEE, Fla. (AP) -- Florida took a step toward shaking up the presidential primary on Thursday, giving final legislative approval to moving the state's 2008 primary to Jan. 29 and bypassing a dozen other states set for Feb. 5.

Moving up Florida's primary, which is currently in early March, would put the state's contest behind only the Iowa and Nevada Caucuses and the New Hampshire primary -- and on the same day as South Carolina's Democratic primary.

National Republican and Democratic leaders have said they will take away delegates to the nominating conventions if Florida moved its primary earlier than Feb. 5. The Democratic National Committee has said a candidate who campaigns in Florida for a primary earlier than Feb. 5 will be ineligible for receiving any of the state's delegates.

The Michigan connection here is that MDP Chair Mark Brewer has said that there is a concensus among Michigan Democratic leaders that if other states break the DNC scheduling rules, Michigan will jump the queue as well.

County parties around the state are currently searching out locations for voting centers for February 9 - but this is complicated by continuing uncertainty about the date. The latest from the MDP is that we should communicate our site selections to the state by June 1. But we still don't know what date to reserve at the various venues!

I wonder what we'll wind up doing.  I also wonder if the DNC will follow through with its threats.

The delegate loss is automatic (0.00 / 0)
per DNC Delegate Selection Rules:

"Violation of timing: In the event the Delegate Selection Plan of a state party provides or permits a meeting, caucus, convention or primary which constitutes the first determining stage in the presidential nominating process to be held prior to or after the dates for the state as provided in Rule 11 of these rules, or in the event a state holds such a meeting, caucus, convention or primary prior to or after such dates, the number of pledged delegates elected in each category allocated to the state pursuant to the Call for the National Convention shall be reduced by
fifty (50%) percent, and the number of alternates shall also be reduced by fifty (50%) percent. In addition, none of the members of the Democratic National Committee and no other unpledged delegate allocated pursuant to Rule 8.A. from that state shall be permitted to vote as members of the state's delegation."

Automatic, yes.  Written in stone, no.  Likely to stand after the primary season is over, hardly.

Looking down the road (0.00 / 0)
if the DNC cannot get a grip now on Florida and Michigan, it will have effectively ceded its authority over the delegate selection process.  The powers that be at the DNC no doubt understand this, and like all people who exercise power they are not going to be satisfied with a power vacuum vis a vis the delegate selection process.

Primary Reform (0.00 / 0)
This is exactly what will compel the DNC to initiate real equitable reform of the primary system.  The only states I'm aware of that are insisting they should go before any others every year are New Hampshire and Iowa.  If we have an equitable system that doesn't give any state an advantage, and Iowa and New Hampshire insist on going before it, they can be sanctioned much easier than large electoral vote states like Florida and Michigan.

As Mark explained at State Central last weekend, if anyone breaks the rules and moves it up in their state, we will do the same.  He was clear on the looming penalties, we'd lose half of our delegates at the national convention--on paper.  He said that realistically, no candidate is going to risk alienating Michigan by turning away half of our delegation. 

Looks like MI's "caucuses" are going to be moved up.  What I find amusing is that Florida kicked off this game of chicken so early.  If they were shooting to be "first" in any way they should have waited till the last minute to make this decision public so as to cause a scramble.

Any state that would elect the likes of Katherine Harris (a.k.a. Cruella DeVille) to a state-wide office I have to really wonder about what's in the water.  Ugh.
